Elk City Woman Charged with Three Counts of Animal Cruelty

Elk City, OK – An Elk City woman has been charged with three felony counts of animal cruelty after investigators alleged two dogs and a ball python were found in severely neglected condition at a residence in Elk City.

According to a probable cause affidavit filed in Beckham County District Court, 26-year-old Valora Shay Thomas was arrested June 25 following an investigation that began after Animal Control responded to reports of a loose dog on June 22.

The affidavit states Animal Control officers identified the loose pit bull as belonging to Thomas based on previous contacts. Officers reported the dog appeared severely underweight, with its ribs and spine visible. A second dog, described as a German shepherd mix, was observed in the backyard and was also reported to be underweight. Investigators said little food or water was available for the animals.

Veterinary examinations later determined the pit bull was malnourished, had a body condition score of 3 out of 9, and was heavily infested with fleas. The second dog was also found to have a body condition score of 3 out of 9, had reportedly lost eight pounds since a previous veterinary visit, and was covered in fleas. Veterinarians also determined the ball python was severely emaciated and dehydrated.

Investigators obtained and executed a search warrant at the residence on June 24. According to the affidavit, the home contained dog feces on the floor, numerous flies, and what was described as a strong odor associated with neglect. Authorities seized the second dog and the ball python during the search.

The affidavit states Thomas later told investigators she had moved to Sayre, had not been staying at the Elk City residence, and believed a roommate was caring for the animals. She also stated she had been attempting to rehome them because she could not afford pet deposits at her new residence. Thomas ultimately relinquished ownership of the two dogs and the snake to the city.

Investigators concluded the animals had been left without adequate food, water and necessary care, resulting in severe emaciation and unnecessary suffering. Thomas was arrested and booked into the Elk City Jail on three counts of animal cruelty, one count for each animal involved.

As with all criminal cases, the charges are allegations, and Thomas is presumed innocent unless and until proven guilty in court.
