Elk City, OK — Elk City Public Schools recognized two standout employees during a professional development day last Friday, naming its 2025–2026 Support Staff and Teacher of the Year.
Superintendent Mike Sparks said the annual awards highlight individuals who go above and beyond in serving students, staff, and the community.
Support Staff of the Year: Penny Shockey
Mrs. Penny Shockey, who handles accounts payable at the district’s board office, was named Support Staff of the Year.
Sparks praised Shockey’s work ethic and willingness to help, noting she manages both activity funds and the district’s general fund, often under the pressure of audits and tight deadlines.
“What makes Mrs. Shockey so special is her attitude,” Sparks said. “No matter what she’s doing, she’ll stop and help the next person. I’ve never seen her have a bad day.”
He shared examples of her dedication, including coming in early on weekends to handle last-minute needs for student activities and even stepping in to purchase supplies for an FFA fundraiser when organizers ran short.
Sparks said her actions reflect the district’s mission of supporting students beyond the classroom.
“She’s one of those people that makes you want to be better,” he said. “She lives out what it means to serve Elk City every day.”
Teacher of the Year: Bridgette Shelton
At the classroom level, Bridgette Shelton, an English Language Arts teacher at Elk City High School, earned Teacher of the Year honors.
Sparks said selecting the district winner becomes more difficult each year due to the quality of educators, but Shelton stood out for her innovative approach to literacy.
Originally an elementary teacher, Shelton brought her passion for reading to the high school level. She developed a forensics-based English class that encourages students to read mystery and crime-related material, helping them engage with reading in a way that feels natural and enjoyable.
“She found a way to get high school kids to read on their own,” Sparks said. “They’re building vocabulary and knowledge without even realizing it.”
He emphasized that strong reading skills are foundational to long-term success, and Shelton’s approach helps prepare students for life beyond school.
Celebrating Impact Beyond the Classroom
Sparks noted both honorees contribute far beyond their job titles, volunteering in various programs and supporting student activities throughout the year.
“They’re just amazing people and role models,” he said. “It was really exciting to honor both of them.”
The awards were presented in front of district staff during last Friday’s development day, continuing a tradition of recognizing excellence across Elk City Public Schools.
