Former Clinton, Weatherford Police Officer Arrested on Embezzlement and Perjury Charges

Clinton, OK — A former police officer who previously worked for both the Clinton and Weatherford Police Departments has been arrested following an investigation by the Oklahoma State Bureau of Investigation.

According to a press release from the Oklahoma State Bureau of Investigation (OSBI), 29 year old Emanuel Ruiz was arrested March 4 in Clinton on charges of embezzlement, perjury, and filing a false or forged instrument. The arrest was made by the Custer County Sheriff’s Office, and Ruiz was booked into the Custer County Jail.

The investigation began October 20, 2025, when the District 2 District Attorney’s Office requested the OSBI to investigate allegations of embezzlement and perjury involving Ruiz.

OSBI officials said Ruiz served as a police officer with the Clinton Police Department from 2021 to 2023 and later worked for the Weatherford Police Department from 2023 to 2025.

During the course of the investigation, OSBI special agents determined that Ruiz admitted to multiple criminal violations while applying for another law enforcement position in 2025.

According to the OSBI, Ruiz admitted to falsifying a police report connected to an arrest he made. Investigators say Ruiz reported that a suspect struck him during an encounter and charged the individual with assault and battery on a police officer. However, Ruiz later admitted the individual only swung his arm toward him and did not actually strike him. Ruiz also admitted to falsely testifying about the incident in district court.

Investigators also determined Ruiz admitted to embezzling equipment from the Clinton Police Department when he resigned. The items included a department issued shotgun and a bulletproof vest with a combined value of more than 1,000 dollars.

Based on the evidence gathered by OSBI agents, the Custer County District Court issued an arrest warrant for Ruiz.

The OSBI credited the District 2 District Attorney’s Office, the Custer County Sheriff’s Office, the Clinton Police Department, and the Weatherford Police Department for assisting with the investigation.
